Schools and districts throughout California are demonstrating impressive advances in the implementation of Tier 1 PBIS as a multi-tiered behavior support framework. The vision of PBIS is a predictable, consistent, positive and safe environment that supports both academic and social success for all students. This includes the supports for those students entering the school from traumatic backgrounds, with disabilities and mental health needs, or with cultural differences. A commitment to PBIS includes investing in the capacity of delivering the Tier 2 and Tier 3 supports needed by these students. The core features of Tier 2 and Tier 3 supports will be reviewed, and current lessons learned about effective implementation beyond Tier 1.
